I have used ball point ink pens to sign USCIS petitions/applications and checks payable to USCIS, and they have been accepted without issue by the payee.

YMMV

Does the same hold true for signing the N-400 form? (with a ball point pen) I should probably get a fountain pen anyways but the office supply store is not within reach.

Never saw this kind of a question before :) There is no law or rule that says that it has to be one or the either. No need to waste money on fountain pens. I signed and filled documents with whatever was available. Good Luck!

What about signing the N-400 form? Some places say write it in ink, some to write it in blue etc. I will be writing mine on PC then sign it by hand.

ball point pen is fine.

“...Isn't it splendid to think of all the things there are to find out about? It just makes me feel glad to be alive--it's such an interesting world. It wouldn't be half so interesting if we knew all about everything, would it? There'd be no scope for imagination then, would there?”

A ball point pen is ink, prefer black over blue as opposed to using a crayon, piece of chalk, or a lead pencil. Suppose a fine point marker pen would work, also permanent, of could use any of my computer plotter type pens.

An unusual issue I had with my wife was signing her full name on both her certificate and US passport. With the former, that certificate signing was done at home, she wanted to use her fancy shortened signature. Not even sure how she came up with that, must have been practicing that when I wasn't around. Does look very nice, very unique, but both the certificate and passport state to write you full name exactly like it was printed. She wanted to use her home brew signature.

First question I have is why is the certificate signature done at home, shouldn't that be part of the oath ceremony before an officer? Or the passport before the agent? Judge told her to sign her full signature exactly like printed on our marriage certificate, she didn't give the judge a hard time. And I assume she didn't give her IO a hard time with her full signature at her interview after reciting the oath like she told me she had to do.

Anyway, made her practice her full signature three times before signing her certificate and passport book, why make problems for yourself. We got this far and why have problems now? Maybe she was just trying to tease me, but I took following instructions verbatim, it was a long journey to get this far.
