Filing without meeting the requirement of meeting within the two years will result in the loss of the filing fee along with the denial.

There are only a couple of exceptions to meeting in 2 years. Both parties being totally unable to travel ( physically not because it is hard to find money/time) or a religion that prohibits meeting at all before marriage ( rare most allow at least meeting under the watchfull eyes of others ) They will have to find a way to take care of the meeting in 2 years before filing.

This will not be over quickly. You will not enjoy this.

Try Funjet or some other travel websites that include airfare and hotel. You can try those who fly on Fridays and mondays for reasonable prices. They have several weekend only trips. I have traveled on those a couple of times.

I totally agree with this. It is a basic Rule. Someone needs to hop on a plane. Since no Petition was ever Filed and the words Fiancee/Fiance are used are fictional. Knowing eachother 5 years does not matter. Meeting the 2 year requirement of meeting in-person and proof does.

I hope that is not meant Harsh. Its not!

No way around the meeting requirement. If she cannot afford one trip, how is she going to afford the visa fees and bringing him here and him not being able to work for months while here?

Going to school is not an acceptable excuse, schools have breaks. For the US embassy in Jamaica visting only once doesn't constitue a viable relationship. I have seen plenty of denials for this.
