Only if you have income that you can prove will continue after you adjust. If you had no income, of course the answer is no, they do not care how long you lived here.

Your 20 years in the US has no bearing on filing the I-864. It is required in all cases, that's why it is necessary to file the I-864. There are no exceptions.

How long you have lived here has nothing to do with how much your spouse makes. You are still not eligible for means-tested benefits so it is up to your spouse to show you won't need them. It sounds like you have a joint sponsor so your spouse doesn't even need to meet the income guidelines.

The original poster, if he/she has worked for 20 years, possibly does not need an I-864 filed on his/her behalf.

With a joint sponsor, he won't. He still needs to completely fill out the I-864 but even if he makes $0, it doesn't matter as long as your co-sponsor qualifies.
