he said that NOA2 is the kinda proof for them to process it. oh well not sure exactly what he was saying but it work for his sister and it only take about 3months and the petition is done...i guess whatever works right lol

An NOA2 is no proof of anything but an approved petition. The embassy has no case no file no papers nothing. They cannot do any interviews without your papers/medical/petition and case files.

What that person said is not true. You cant go directly to interview when they have none of your papers or case files.

Is true that as soon as you received the NOA2 approval you could just bring that approval to the embassy to use it for the interview instead of waiting for them to send it to the embassy?? A friend of mine told me this as soon as his sister got the approval her sister when to her fiancé country and they when both in the embassy and use that NOA2 for the interview. Is that possible? I mean if she did it just means it is possible lol usually it take about 2 months before the embassy received the approval why wait if ever right?

Because only your friend and his sister know this secret and some 30,000 stupid people wait unnecessarily every year.

NO! Not only is your friend wrong what he is saying is not even possibly correct.

The "NOA2" is a letter notifying you the petition is approved. The petition then gets sent to NVC and must be approved there before being sent to the consulate. Taking an NOA2 to the consulate could not possibly serve any purpose.

I advise not getting immigration advice from this friend.

It did not work for his sister. He is mistaken.

NVC also has to approve the petition and send it to the consulate. The NOA2 is only a notice that USCIS has approved the petition. The petition then goes to NVC for approval (even if the letter says it was sent to the "consulate" it was sent to the consulate THROUGH NVC)

NVC can, in fact, reject the petition and send it back to USCIS, they do so fairly regularly. An approved petition is not even a guarantee you will be able to APPLY for a visa or even that anything will ever get forwarded to the consulate.

Um, no, the ONLY "opinion" you have seen is that your friend is wrong. That is because ALL the answers have been from knowledgable people. It is, in fact, not a matter of opinion and it is not "up to the person" to follow incorrect advice. You will not be able to apply for a visa with an NOA2 only even if you "choose to follow" that advice and attempt it.

i heard that after the nvc gets the file and sends it on to the embassy but before you receive writen conformation of the embassy receiving it that you can start the process by calling for your mnl number from the nvc and using it to do your online paper work like the156 k156 157 but so far that is all i herard was wondering if that where true because it wont be long and i will be going through this as well anyone out there know

Heres what happens once you get your NOA2 it is forwarded to the NVC, quickly I might add, they will have it in about 7 or so days, then its forwarded to the embassy, but heres what you do rather than waiting for papers, once the NVC has it you will get a case number, you can call the NVC and they will give it to you, once you have your case number you can sheduale your medical ( having already paid your BPI) you can also sheduale your interview, if you need more info just message me. we shedualed our medical and interview all with just having our MNL CASE number, we didnt wait to receive any papers, my honey will be here wednesday.

NVC does not necessarily get petitions in and out 'quickly, in 7 days' Sometimes there are delays in the petitions even getting to them, and sometimes they delay sending them on, because of AP.

You can go ahead with the NVC number and schedule all you like, and get organized, but understand that they will not interview you without a paper case file.

So no, as you asked in your original question you cannot just turn up, clutching your NOA2, and be interviewed. You have to wait, just like everyone else does. What your friends sister has told you is impossible.

I can explain it to you. But I can't understand it for you.

He in no way said you could take the NOA2 and go to the consulate for an interview. But I see that facts have little bearing here.

First your petition (not NOA2) to NVC, then your petition (not NOA2) goes to the consulate if NVC approves it then you schedule an interview. Exactly what everyone has been telling you. You can NOT take your NOA2 to the consulate and walk in for an interview as you alluded to in your initial post.

I'm pretty convinced we're all getting trolled here. OP we have tried our best to explain to you the situation. As hard as the waiting is, we can't change the process and procedures. If you want to try something, please by all means try it, and if you're successful maybe we can all learn something, but we cannot give anyone false hope because so many VJ'ers have already been through this and know what can and can't be done.
