If my husband just received his 10yr green card, and he has been here in the states for 2yrs and 6mos, can he apply for his citizenship in July 2012 which? Sorry i'm a little confussed with the 3yrs perminant resident. Does that mean he has to have had his 10yr green card for 3yrs before applying for his citizenship?

"Have continuous residence in the United States as a lawful permanent resident for at least 3 years immediately preceding the date of filing the application."

Yes he can.

Ok so my husband can file in July 2012 then. That will make it his 3rd year here in the USA.

He does not have to have had the 10 year GC for 3 years before before applying.

It will say "LPR since" on his GC. 3 years (minus 90 days) from that date he becomes eligible (if still married to you). If divorced it's 5 years (minus 90 days)

From the initial date on his green card, that date should be the same on his ten year year card as his old conditional card. Add three years minus exactly 90 days from that date, that is the earliest he can apply. But on that date, look at your marriage certificate, you have to be married at least three years before you can even send in your application.

That's not nearly as bad as these worksheets on the IRS tax forms, must have hired a bunch of geeks from MIT that tried to make it as complicated as possible. Its like they are trying their best to force you to make an error.
