Yodrak,

Is it possible that they received an employment based GC, then married and converted to family based GC? I read somewhere that (EB-3 employment based) GC's can be issued at Embassies/Consulates under certain circumstances.

CherryXS, Care to comment? You have piqued our curiosity.

William, zyggy,

What are your thoughts on this statement?

Yodrak

....

My (EB-3) GC was issued at consultate in Montreal in Dec 1999 (and my US citizenship was done in Apr. 2005).

Islambad Embassy.

the consulates. are open but they dont do nothing.

Isn't that a double negative? "Don't do nothing" could be interpreted as "do everything" since "don't" cancels out "nothing", "Do not do nothing".

Ok enough about that interesting twist of grammar.

Yep. Rio is the only consulate that will process immigration visas in Brazil.

I only offer advice - not even legal. Just the plain and simple kind.

William,

I was thinking that the DoS only issues visas, and that's what she got from Montreal. If she got LPR status (and the associated Gren Card) as an EB-3, she got it when she entered the USA, not from the consulate.

Same as other people entering on immigrant visas?

Yodrak
