my name is sara im a moroccan citizen , i live in the us 2 and half years im a green card holder and i just got married in 10/15/11 and my husband his back home ,i need to know if i can applay for him ?if yes what form i have to send ?and how long the application takes ?

Yes you can petition for him. Have a look at the VJ Guides: http://www.visajourney.com/content/guides the process is the same for US citizens and greencard holders, except because you are only a greencard holder, you nedd to wait for the priority date to become current before he will get an interview- currently the wait is about 2.5 years, so if you file now, he'll be here in about 3 years.

Can't she also change the type of application once she becomes a citizen, if that happens while they're waiting? I'm not sure if she meant she's been a green card holder for 2.5 years, or if she meant she's been here for 2.5 years and a green card holder for all or just part of that time. It sounds like it might end up being the same amount of time to get him here either way.

Anyway, I think I read somewhere that someone can 'upgrade' (for lack of a better word) the petition once they become a citizen. Is that true? If so, how is it done (for the benefit of anyone who would like to know)?

How did you originally get your green card? Was it through marriage to a US citizen or green card holder? If so then you can't petition for a spouse until you've had your green card for five years unless you can prove by "clear and convincing evidence" that you did not enter your previous marriage to evade immigration law.

If you got your green card through some means other than marriage then you can petition for your spouse.
