When did I say anything like "Hey you're body looks great" is flirting or that it is okay to say something like that?

Answer: I didn't.

When did I claim YOU said that? I didn't. I simply said, some compliments are acceptable and some aren't. It's better to play it safe because unlike some poster assumed, not all women like/want them!

obviously settings and circumstances contribute alot to whether a comment is acceptable or not. if i'm at the gym then a "hey you look alot firmer since a few weeks ago" would go better than at work...and maybe a "your hair looks fab today" is a nice compliment to your wife's gf. but if you keep up with the compliments to that one target with and w/o your wife present and it's going to get uncomfortable real fast.

I think the OP is limiting it to the workplace, and co-workers - that environment, not the one you've described from 'after your run'.

Does it matter? If he decides one day (in his moral dictionary) that it's acceptable to go robbing a bank, would you agree and do the same thing? He raised this debate because it was Friday and he probably was bored at work.

As you can see from the answers from this thread, different people look at the issue differently. That's why we have the court system and sexual harassment cases. Obviously one party thinks the comment is cute and funny and the other thinks the opposite.
