I'm going to be optimistic and say that it's probably a good sign they have not released the bulletin or sent interview letters yet. It's the end of the fiscal year and they are probably trying to meet the yearly quota. If they knew there was going to be no movement they probably would have released it by now.

I did some digging and found that the vb came out on the 13 th August 2012 last year
