Your mother in law must take this on herself. She must show strong ties to her home so that they won't think she will stay here. You can send an invitation letter where you offer her a place to stay and such but there is little else you can do.

This will not be over quickly. You will not enjoy this.

First you have to decide which embassy she will interview at then check the website for that embassy and follow the instructions. She has to apply for the tourist visa but you can certainly help her with the paperwork.

A visiting visa is something the visitors must do on their own. The biggest thing is they must show that they will leave at the end of the visit. Strong ties include a great job, young family members not traveling, large investment properties or homes in the home country. You can send her a letter inviting her to visit you and offering to let her stay with you but beyond that unless she can prove she doesn't intend on staying she isn't getting a visa. I know family members that have tried over a dozen times and not gotten a visa.

This will not be over quickly. You will not enjoy this.

For tourist visa, your mother in law needs to contact the american consulte at her country, and schedule an interview.

I'm brazilian, and my parents had their interview last week for their tourist visa so they could attend at my wedding in Texas. They received their passports back yesterday, and they got a 10 year visa, I'm so happy! :)

My fiancé wrote a letter so they could take to interview telling that he would be responsible for them while they are the US, and my mother in law wrote a letter for them too. But none of this was asked at the interview.

Good luck to your mother in law!
