I am not sure why they would ask you for a Canadian visa when your flight is just stopping in Vancouver? It's simply a layover.

vancouver airport also has us immigration portal / CBP POE , for outbound flights into the USA.

This is a repeated topic, though - I'll dig a bit, see what comes back in the search engine, and post some links here.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

You enter Canada when you enter Vancouver. You need a Transit visa.

this was 'china specific' - http://www.visajourney.com/forums/topic/260015-canadian-transit-visa-needed-for-vancouver/page__view__findpost__p__3991410

but you should try to get transit visa from canadian embassy in Manila - it's free in China, perhaps is free in Manila also?

Please check this link. I don't think it is true if the OP meets the criteria for Transit Without Visa (TWOV) program:

http://www.cbsa-asfc.gc.ca/travel-voyage/twov-tsv/it-iiv-eng.html

"Nationals from the following countries qualify for the Transit Without Visa (TWOV) program:

* Indonesia

* Thailand

* Taiwan

* the Philippines

All nationals who qualify for the TWOV program must also meet these conditions:

* They hold a valid passport issued by an approved country (listed above);

* They hold a valid U.S. visa;

* They travel to Canada on an approved airline; and

* They transit through an approved Canadian airport.

"

The key is "approved" airline and "approved" airport.

Vancouver is the approved airport and Philippines Airlines is one of the approved airlines.
