Why don't you have tax returns? Did you not have any income or only very little?

If you did not file because you had little to no income (according to IRS guidelines) then you just need to include a note with your I-864 that you were not required to file.

Or did you just not bother to file? If so, then you have to file the returns before you can submit your I-864.

Since she is your sister you may need another form for Affidavit of support. Please visit http://travel.state.gov/visa/immigrants/info/info_3730.html for detail info on your topic.

You need to submit a complete I-864 even if you need a cosponsor. IF you did not file you need to give a written explination of why you did not have to file. As said before, if you just did not file, then you must file the late returns.

Your cosponsor will also complete an I-864 and submit the required documents.

That's correct. The most import thing is to prove that you can currently support your spouse. The problem is you don't have a 2008 tax return. As stated you should find a co-sponsor. Read the guides and make sure you understand all the directions especially how much your sister needs to make in order to co-sponsor your spouse. Good Luck
