address it exactly as indicated in the instructions... if you are USPS then the USPS address, if FEDX/UPS then the courier address

It doesn't really matter if you put it in a bubbled envelope or a box or whatever. Do whatever you need to do to make it all fit. Do as the poster said above and make sure it's addressed correctly. Actually, I think we put ours in a bubbled envelope and then when we took it to the post office our envelope got slipped inside one of those heavy duty UPS envelopes. It really doesn't matter as long as it all fits.

Address it to the SC listed for your state. They will know how to deal with it.

I used one of those prepaid Tyvek Priority mailing envelopes available at the Post Office. Got online tracking and it arrived in two days.

any mailing via the United States Postal Service (USPS) goes to the appropriately designated PO Box address... If using a private courier (FedX, UPS)then use the physical address as they cannot deliver to a PO Box

YMMV

okay so if im using UPS/Fed Ex i just mail to vermont service center, 75 welden street st albans, vt ?

Yes. The California service center has a PO box for USPS, and a separate street address for private couriers (listed on the USCIS website), but Vermont doesn't use a PO box, so just send to the street address on Welden.

For your own piece of mind, get signature delivery confirmation.
