Oklahoma City - State lawmakers have passed a resolution that claims the state's sovereignty under the Tenth Amendment of the U.S. Constitution.

House Joint Resolution 1003 was authored by Republican Representative Charles Key of Oklahoma City and was championed in the Senate by Republican Senator Randy Brogdon of Owasso.

"The Tenth Amendment assures that we, the people of the United States of America and each sovereign state in the Union of States, now have, and have always had, rights the federal government may not usurp," the legislation reads.

The 10th Amendment states that "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

The resolution passed in the Senate by a vote of 29 to 18. It previously passed in the House in February by a vote of 83 to 13.

"Today, thousands of regular citizens showed up at this state Capitol to say they want the federal government to follow the United States Constitution," said Key. "

Per capita, the Union supported each of the folks in OK with roughly 2,300.00 in 2005. Each OK resident sucked 2,700.00 from the Union in 2004 and 2003. For the folks in MT, it's 2,800.00, 3,100.00 and 3,000.00 each. These folks are suckers on the feds teat.

Oh, but now they're sovereign suckers.

Check here for a map of federal spending versus federal tax dollars collected in various states. It's from 2004, so the numbers may have changed a bit, but probably the overall ratios aren't much different now than then.

Note that high numbers mean the state is getting more than it's giving. Low numbers mean it's giving more than it's getting. SD and OK are two of the biggest net receivers of federal dollars, and they recently passed similar sovereignty resolutions. The rest of the nation would be far better off cutting them off financially and making them pay their own way.

I don't know of any serious movement to pass a resolution here, but I can imagine the tenth amendment could be pretty popular here in California, as well. After all, Californians legalized medical marijuana, and they don't always take kindly to having federal agents come in and enforce drug laws that conflict with the voter-passed referendum that legalized medicinal pot. The US Constitution doesn't explicitly give the federal government the right to regulate home-grown marijuana (not involving interstate commerce), so by the tenth amendment, the feds ought to stay out. Likewise, the federal DOMA ought to be unconstitutional per the tenth amendment.

But California is a strong net contributor to the federal budget, donating a lot more than it receives. I'm not quite sure why, but it seems like only the freeloading states are really into this sovereignty movement. So I doubt California will pass a sovereignty resolution anytime soon.

If they had any integrity they would have done it years ago.

If you're looking at it from a federal spending standpoint, this movement is just full of partisan hackery. Obama is the scapegoat for a government that has been overstretched and irresponsible for a long time.

Also even though states like Oklahoma are federal freeloaders there are innovative solutions that they could home up with that could balance their budget that they would not be able to pursue under the auspices of the federal government.
