Most HOA's that I've belonged to forbid using clotheslines. They also used to forbid satellite dishes until satellite companies lobbied to make it a Federal Law to allow homeowner's the right to put up a dish. This is along the same lines.

HOA rules don't have to obey conservation guidelines... which is why there are places where you are fined by the state if you water your lawn, and fined by the HOA if you don't and it dies, and other places where it's forbidden to have anything other than a traditional grass lawn in your front yard (ie xenoscaping.). Also why washing lines are considered 'unsightly', washing your car on your front lawn (where the water can serve a useful purpose and wash onto the grass) is forbidden etc. It's just plain stupid!
