My finace has been married twice before and is still waiting for proof of the first divorce. Does she need that or can we just use the divorce papers for the last one to send in with the application?

List all marriages and document all divorces. It's right in the instructions. No question about it.

What about the divorce papers from both? If a declaration or ruling is proof of one divorce, the same kind of document should work for the other.

YOu have to have a divorce document from each divorce.

You're to include papers for all divorces. As well, particularly since she's a woman, and perhaps has changed her surname a few times, the marriage certificates as well.

In Canada, whether you changed your name or not, your marriage AND divorce certificate is required. (And this says it on the instructions as well.)
