I beleive the one exception to the rule is Cuba, they get processed by the service centers early. I heard it has something to do with the consulate there, but I'm sorry I don't know the specifics of it. But I've seen many Cuba applications processed early for sure.

Not sure about the processing but there is no US Consulate in Cuba.

But there is this...

http://havana.usinterestsection.gov/acs.html

That's not a Consulate and there is a small IV unit but no involvement in any family based visa process going on there except DCF.

See below from your link.

American Citizen Services

American Citizen Services -Information for Travelers

The U.S. Interests Section (USINT) represents American citizens and the U.S. Government in Cuba, and operates under the legal protection of the Swiss government. The Interests Section staff provides the full range of services for American Citizens in Cuba.

Words mean things. There is no US Consulate in Cuba.

If you go to the "Visas to the US" section, it looks like they do process family based visas like a consulate would.

The more I read, the more you seem to be correct. I wonder why I had the impression our VJ members' fiances and spouses traveled to another country to interview.

The Very Secret Diary of Legolas Son of Weenus - by Cassandra Claire

Day One: Went to Council of Elrond. Was prettiest person there. Agreed to follow some tiny little man to Mordor to throw ring into volcano. Very important mission - gold ring so tacky.

Day Six: Far too dark in Mines of Moria to brush hair properly. Am very afraid I am developing a tangle.

Orcs so silly.

Still the prettiest.

Day 35: Boromir dead. Very messy death, most unnecessary. Did get kissed by Aragorn as he expired. Does a guy have to get shot full of arrows around here to get any action? Boromir definitely not prettier than me. Cannot understand it. Am feeling a pout coming on.

Frodo off to Mordor with Sam. Tiny little men caring about each other, rather cute really.

Am quite sure Gimli fancies me. So unfair. He is waist height, so can see advantages there, but chunky braids and big helmet most off-putting. Foresee dark times ahead, very dark times.

I'm still wondering, why do Cuba petitions seem to get expediated and processed within 1 month? I know they do get expediant processing from looking at the timelines earlier. There were about 7-8 september and august approvals mixed in several months ago, and about half of those were Cuba. Some of the others, I recognized as military expediant. It seems someone did some housekeeping and removed these approvals though.

Words mean things. There is no US Consulate in Cuba.

Sometimes words don't mean what you think they mean, eh? :) :)

Sometimes. That's why we have a group. There is no US Consulate in Cuba, but there is a Consular section and they definitely do CR, IR and K visa interviews.

I now realize the third country issue was for meeting in person, not the visa interview.

So mark your walls with a big red crayon. Pushbrk blew it.

Seems I read something awhile back about Cubans having some kind of special status because our government considers that they live under a repressive and evil regime. That could apply to about half the governments on this planet as far as I'm concerned, but then the Cuban American lobbyists probably have something to do with it.

The confusion may come from that the US Interests section in Cuba is under the protection (if you will) of the Swiss government

Ahh, that would make some sense. I agree, there are surely worse governments to be under, but then again cuba ha very close proximity and as you said possibly, some lobbyists/intrest groups.
