Issue with interviewer at Embassy

My sister in law and brother in law want to come and visit us in the US.   They went for an interview at the embassy and the interviewer was very short with them out of the gate.   Asked where are you going?  Why are you going?  How many children do you have?  Your visa has been rejected.    On this first interview at no point during the above questions did they pull out any documentation to support their answers which we had coached them to do.   We reapplied and explained again how to present documents during the process.   They went back and attempted to explain to the interviewer how they have documentation they didnt show last time to support their answers.  He apparently became enraged and told them they were rejected again and refused to look at any of the documents.   

 

They have a 2 months off of work and the money for the trip.  They want to try again, but I feel like if it is the same interviewer he will see them and just say no.   If he is refusing to look at their documents or give them a chance is there anything else which can be done to improve their chances?  

The guards in the front and multiple people apparently were making comments about how this particular person is really nasty and negative and rejects almost everybody.  Is there a way to request a different person to do the interview?

Unfortunately, we don't get to pick our interviewer for a visa interview. Trying to go for a third try in such a short period of time would make them look like they are desperate to enter the US. Did the interviewer even tell them why they were denied? Unless told, it's impossible for the visa applicants to change or improve their circumstances for future applications.

 

Having 2 months off and the money for the trip is simply not enough. They need to be able to prove their strong ties back home that they are simply not willing to abandon.

ROC filed on December 1, 2020, assigned to SRC, approved within 106 days on February 18, 2021.

Are you suggesting the questions were inappropriate for a tourist visa?

Regarding the interviewer.  Did you get his name?  You can certainly send a letter of complaint about him.
Unfortunately, this is not Russia, where over 15000 tourist visas were granted last month, and where the odds of getting the same interviewer are quite a bit lower. 
If it were me, I would complain about this interviewer and request a different one.

I mean thats part of the problem.  They both have letters from their employers, proof of property, children who are staying and proof of birth via birth cert - but the guy wont even look at the documents he just keeps rejecting on 214 - failure to provide sufficient ties.   I keep telling them I think it is a waste of money at this point.

Yes in the Mozambique embassy there may only be one person who does the interviews.  

 

I am not saying that they were inappropriate at all but the person being interviewed should be able to attempt to provide evidence which doesnt seem possible.   again I think they are just S.O.L.

2 months vacation is a lot, is that normal in their country? 

 

If they can leave their jobs, home, and family for two months what is keeping them tied to their country? Lots of people leave kids behind and immigrate so that's not as much of tie as most people assume.

Based on my personal visa interview experiences at my local US embassy, the visa applicants very rarely will be allowed to provide evidence or supporting documents unless asked. In fact, my interviewer actually told me off when I offered him the letter from my employer when he was asking about my vacation time and employment. He specifically told me that I was only to answer what's being asked and I shouldn't offer anything that was not asked.

Seems to me that often one Officer is allocated the hopeless cases.

 

Also wondering what they do that gives them so much holiday?

2 month long holiday without their children is even more suspicious. Not that taking them would help much but who leaves the kids for 2 months to go on a holiday! 

Perhaps the children are at a Boarding School?
