Tourist/Visitor Visa - to US from Philippines: Is it even worth applying?

My wife and I would like to have her sister visit from Philippines to see our family here and tour around the western US this coming summer. The sister is 27 years old, college educated (BA from Philippines), co-owns a relatively small business, and has not a lot of money in the bank, is single and has no children. We would be paying for her trip and housing her if she came.

Her home ties may not be strong enough (i.e. she's not a doctor, lawyer. professor, etc.). The one thing that might help (?) is that she has traveled around quite a bit (i.e. has stamps in her passport) from various other countries, including Dubai, Thailand, Singapore, and Malaysia. We could provide an invitation letter but I don't know if that would make any difference.

Based on the above, does she have any significant chance of being granted a tourist visa? Is it even worth it for her to apply? Is there anything else that might improve her chances that maybe I haven't thought of?

Just try to see if it works. Invitation letter is doing nothing regarding B-2 visa approval. I had tried once and got refused!
