My wife and I have been married for 28 years. We lived in The USA for 13 years. I am a U.S. citizen and she is an Irish citizen. She had a green card for the 13 years we lived in The USA.. We have now lived in Ireland for 14 years. We want to return to The USA.

She now has a B1/B2 which we have used for 2 years. There are 8 years left on it.

We plan on moving back to The USA in September of 2017. It is now late Feb. 2017.

What would be the best route to obtain a green card in the shortest time period?

You can do it now :) Make sure you have a residence in USA and that you can prove domicile, such as filing taxes etc.

You may file it anytime you want. It will take ~10-12+ months for processing to obtain the visa.

Only domicile is required (due to the I-864). Residence is not necessary for a spousal visa.

The I-130 does not require residence or even domicile, actually (The I-864 you file along with the I-130 does require domicile, though). Just a mailing address. Many people do DCF and have no US-based residence yet.

There is no DCF in Ireland so you cannot file directly with the embassy; instead you would file with the US Lockbox.

Potentially the most effective method, if they can't do DCF, is for the USC to follow through with the original plan, and returning to the US while the visa application is in process. The USC can get a place, "re-establish residence" etc and then the Irish citizen can provide an updated I-864 at the interview, and follow to the US. It means some time apart but potentially an easier interview.

This sort of situation is exactly why I intend to get my citizenship as soon as possible... that way, even if we decide to move back to Canada for some time, we'll always be able to come back to the US without having to go through all this again!
