I-129F Form Expired?

I see that the I-129F Form that I received from the USCIS website appears to be expired, 06-30-2016? Can this form still be used? Is there an updated form that should be used?

Yes, you can still use it. The expiration date is internal. As long as they do not publish a new one, the old one can be used without problems.

Does the passport style picture requested need to include the shoulder area past the top of the head or can it be from the chin to the top of the head?

Take a look at the I-129F page under the "Edition date" section. It clearly says "A new edition of this form is coming soon. In the meantime, customers may file using the 06/13/13 edition."

They are jacking up all the fees 20% in December so the forms will likely be updated around that time but no promise.
