Yes, you can, but it depends if the location has people to accept your forms and payment. At my ceremony, passport applications were standard in the Oath Kit Packet. But no one to accept them. I had come with everything ready the day of my Oath, pre- filled and printed my form too, but no acceptance facility at the Oath.
It is more location-specific I think.

Sometimes all the negatives are stacked in line on one person.
In my case, all during the citizenship process went fine. The Oath Letter came into my neighbor's mailbox. Good that I was in touch with few people here on VJ. USCIS did not have my apartment number on the letter. Mail man found 2 USCIS letters in series, put both in one mailbox. Good neighbor calls me at work, I pick up letter from him during lunch time. He gets interview letter and he has my Oath letter with no apartment number.
I stay in an apartment complex, all mailboxes are clearly marked with last names on the insides. Plus USCIS can seriously mess up addresses. Never had any mail without my apt number by them. I could have missed my Oath.
I recommend everyone to take note of average processing timeline in your local USCIS office, call USCIS when your closer to that timeline.

Congrats, seems a good momentum at the otherwise slow Orlando office. I had my Oath finished today.
One relevant observation. I meet a couple, both had their N400 interview on the same day, but their Oaths were 30 days apart. They were not happy for making the trip to mainland Orlando from some far off rural Florida location. Husband gets Oath 10 days after interview and wife 40 days after interview.

Sure, I love to share my Oath experience. Unlike visiting the USCIS office, the Oath is a more casual and friendly process. No security, no checks, no rude moody immigration officers, everyone smiling, so it's refreshing for a change.
We started checking in by presenting our documents and were made to sit in order at specific chairs. After which we had a few USCIS top fok who made long elaborate speeches about being American. Then we all take the Oath. The keynote speaker delivers an invigorating speech. A closing note and finally our Oath Certificates were handed over.
We got 2 breaks in the between, make sure one is full in the belly, no refreshments whatsoever. A new citizen packet was handed to us, which has stuff like passport applications etc. We had to make sure to check our certificate for errors and report them. Voters applications were given and accepted at the end.
The program started with cultural dances from various countries performed by school kids. It lasted for an hour. Everything finished in 3 hrs. No restriction on number of guests you can bring.
All in all a smooth process.

In addition to the above; USCIS is aware of both sides of the story. One where the USC could play the marriage fraud card to seek revenge, and on the other side how the alien spouse could have a fraud scheme to dupe the USC. If the marriage breaks down with a USC instead of an Alien then no one shouts marriage fraud.

The USC needs all-conclusive irrefutable pure evidence of her fraud, something that was preconceived and preplanned. They knew each other before marriage, they consummated the marriage, and she fell out of love after coming here. There is no fraud involved. As long as she had good faith intent at the time of marriage she will be fine. Only fraud can get her deported, and that requires high quality evidence, or it will be looked as another sour spouse syndrome. Delaying her divorce will be looked as abuse and cruelty by you, another basis to apply for a waiver without a divorce decree. She can sue the USC with the I864 legally in court for expenses. Flagging the case will lead to delays with more scrutiny but without unilateral fraud evidence there is nothing much the USC can do. A complaint of fraud effects future applications made by the USC.
Hate to be devils advocate. Question to the betrayed OP: What proof of fraud you have apart from what you have mentioned in your first post?

Where is he from is not relevant... Laziness is a citizen in every country! He got is 10 year green card and will be ready for 3 year citizenship soon..maybe this year or the next. Do not divorce him and prolong his citizenship. Stay married, give him his citizenship and then divorce him.
your I864 ends with fulfilling one of the below:
1. working 40 quarter credits. Thats lots of work when laziness is a virtue. NOT POSSIBLE
2. he dies. he could blame you for his death. NOT POSSIBLE
3. He abandons the green card...he is here to stay. NOT POSSIBLE
4. he is removed from the US....I dont see a non criminal leech being removed. NOT POSSIBLE.
5. Becomes a USC....POSSIBLE!
Divorce will not end your 864 obligations, on the contrary it will extend them by 2 additional years. Hopefully he is intelligent and hardworking to pass the citizenship exam. If he is notoriously lazy then you are looking at a good night sleep only till be gets US citizenship.

The Philippines is flooded with water, and your heart is flooded with hate. You love sending the divorced back from where they belong. Remember that the alien sacrifices a lot to put love in the front seat. So after the divorce, I do not see why they have to start from scratch.
Well that said, remember that your an alien too. And as per your opinion the state will have full authority to throw you back into the floods of Philippines if you divorce. And if you are the USC, then it seems like you use and throw.
The system doesn't work that way, almost all waivers are approved, and justice prevails. But a fraudster should be sent back home!

Sorry this happened to you. Drop mommas boy like a hot potato. Divorce him ASAP and file for a waiver. Collect lot of evidence. If his mom can give him more than you he should marry her. Hope he gets some sense before its too late.

How do you want people to speak? Its better to speak from direct experience than indirect. And report what we know from observation than a dream.
And its not offending. Its the truth. Every country has some sort of profile where something good comes out of it. The Indians have arranged marriages, the Filipinos have mail order brides. And most of these marriages turn out wonderful, a few turn bad. That's with any group . Someone earlier said Chinese are associated with porn stars and prostitutes. That is just a few again. Most of the Chinese I have known are engineers and scientists. They have great spouses and wonderful family lives.
Just a few bad examples in a group doesn't make it bad.

The above statement is very very true. I have seen many cases of this board and others where the USCIS has called couples for interviews and issued RFE's mostly because the couple going thru divorce after filing a JOINT 751. They have a way to check local county databases for relationship activity. The things become more nasty with the USCIS when applying for citizenship. I have seen citizenship getting denied along with the original approved joint 751.
