Yes you have to tell them since you have legal residence in other country so I want interview there. Common sense seems not common lol

When you fill paperwork at NVC, you can request your paper work to be sent to different location if you have legal status in other country. This is neither a "trick" or "news".
In one of my post I did mention the person needs to have legal status in that country. There are many ways a legal status can be achieved for example study and work. South American, EU, some Central Asian countries do offer an easy process to issue work permits within those regions. This forum can be used for bashing and aristocratic reasons sometimes which is so sad. Working holiday visa and programs are also available for many people. It is only nonsense when you dont know, once you know it makes sense.
Chileans can live and work legally in Peru under the Mercosur (and Associated Members) immigration agreement with no requirement other than being a citizen at birth or a naturalized citizen for over 5 years

I dont have personal experience but I dont see why it will not work for some people. It has to be done before the NVC schedule the interview. Applicant needs to prove why they want different city. They must secure some kind of legal status there.

If you want to expedite your interview date for your I 130, here is a tip after my research. You chose the service center with the lesser load. If you live in London you can request your interview in Amsterdam or any other city where you go easily. All you have to do is to prove why you want the different city.

When you file online, system routs your application to the SC with lower loads. To my understanding since your application moved to Vermont, that might be cause of Active Review. There might be another AR soon when they background check the petitioner. Once background check is done, your case might be approved in matter of hours or days.

Contacted the USCIS and received following answer
"Sadly we would not expedite for that reasoning, as that would not meet our expedite criteria, please review the expedite criteria on our website for further guidance on what meets our criteria"

Anyone tried or know if it can be worth to request to expedite petition if the beneficiary is a Medical Doctor, considering there is Covid and shortage of health workers in USA?

But, Pakistan has a backlog so you'll be waiting for at least two years unless they speed up.
Person DQed December 2020 still waiting on interview as of 02/25/2022.
