Yes... they increased the processing time to 9.5 and case enquiry is at 12 month distance from NOA1. Hopefully they will speed up

Yes. it tells JUNE 10th 2022 is the day I can fill in the request. Mine started in NSC but in CSC now. According NSC it is JUNE 10th is the earliest I can file the request. According to CSC it is OCT 10th the earliest I can. I understand the transfer will not affect the speed of the case, but it does not mean like we have to follow the timeline of the original SC in NOA1.

November 2021 filers should see APPROVALS SOON. USCIS is transfers the cases to balance the workload between the service centers. Mine started in Nebraska that is what shows in receipt notice. It is transferred to CSC on the same day almost. But no transfer notice.. so if I understand you correctly I have to follow Nebraska timeline and I can put in request for case out of processing timeline in couple of weeks ??

Just write a letter (with the receipt number mentioned) to withdraw the I-129F. Attach the receipt notice for reference. There is no form to with draw it is just a letter.. send it to california service center you may see it in receipt notice.

Sep 25 2021 - I applied for K1 visa for my fiance Oct 25 2021 - I married my fiance overseas Nov 10 2021 - I 130 filed for CR1 and NOA1 received from NSC then it is transferred to CSC on the same day and it is in AR since then Nov 25 2021 - I sent a withdrawl request for K1 visa Dec 1 2021 - I-129F K3 visa applied (I know they don't issue but with the hope it may push I130 approval soon) Jan 20 2022 - Received withdrawl notice of K1 (which is good) Mar 23 2022 - Received withdrawl notice of K3 (which is unexpected) Mar 25 2022 - I chatted with emma and created service request for TIER 2 officer.
