My son had a similar situation. He and his wife were married in Tbilisi and lived there for a year after getting married. His lawyer told him to use our (his parents) address . It is now at the NVC stage. NVC assigned my daughter-in-law’s interview to Tbilisi, even though she is back in Moscow now. Now they are waiting for interview date.

Hi, I can imagine you would be relieved to get the police report. Every step of this process seems to come with its own problems.
Yes, we managed to get my wife's case transferred to Warsaw so that's where she did the interview last week. She still had a valid 2 year multi-entry Schengen visa from Switzerland so that made it a lot easier to get to Poland.
I also flew to Warsaw to support my wife through the whole ordeal but I was not allowed to be at the interview and it was definitely not required to be there. She went into the embassy alone while I waited outside until she finally came out with a big smile on her face 😀. Too bad your son can't go to Tbilisi with his wife but I am sure she will be fine.
My wife and I got married in February 2020 and filed the I-130 the same month but then the Covid pandemic hit and we weren't able to see each other for six months which was hard and much longer than we planned. I was not able to travel to Russia because it was almost impossible to get into Russia at that time and to this day I have actually never been to Russia. When it was finally possible to travel again in August of 2020 we decided we never wanted to be apart that long again so we did a trip to a vacation destination in another country about every three months (Turkey/Greece-Aug 2020, Dubai-Oct 2020, Maldives-Feb 2021, Switzerland-May 2021, and then Poland-Sept/Oct 2021) which was nice but in the end you don't want to live a vacation life but you want to have a normal life together, so we are really glad we can start our (hopefully) normal life soon.
Good luck to your daughter-in-law and son and please don't hesitate to ask me any questions, I am happy to help.

Exactly this. I couldn't have said it better myself.
I find it hugely disappointing that both the US and Russian government have let their disagreements escalate to this point that they are actually hurting their own citizens.
Because this situation doesn't help anyone. This hurts Russians not only for immigration but also for business, tourism, and family visits, and also hurts Americans waiting for their loved ones to immigrate, or Americans in Russia needing consular service.
I am writing to my congressman, senators, and the White House on a regular basis just to point out the obligation of the US government to resolve this issue and fulfill their obligation to serve US citizens and residents. I would encourage everyone to do the same, there is strength in numbers (and don't forget: it's a constitutional 1st amendment right to petition the government for a redress of grievances).

    Hi,
I was successful in getting our CR-1 visa case transferred from Moscow to Warsaw while our case was still pending at the NVC. (This means we did have a case ID number but were not DQ yet.)

I emailed to support@ustraveldocs.com (so this is not support-poland@ustraveldocs.com) on 6/11 with my request of case transfer from Russia to Poland.
I received an email on 7/1/2021 saying:
    Dear Applicant:
Thank you for writing to the U.S. Visa Service Desk.
We understand you have query regarding immigrant case.
We would like to inform you that you have reached the US Visa Help Desk in Poland.
In order we can help you, please clarify what country you would like to transfer your case to.
    Please provide the case number.
We hope this information is helpful to you.
Even though I already wrote to them my request to transfer to Poland and my case number, I replied to them again with the same request and case number information.
I then received a confirmation email on 7/14/2021 saying:
Your request for case transfer from the National Visa Center (NVC) to U.S. Embassy Warsaw was approved by U.S. Embassy Warsaw and the Embassy will be requesting your case from NVC.
I then later received another notice that our case ID had changed from MOSxxx to WRWxyz
Note that we were not yet DQ so this is not required to have your case transferred.

I should also mention that I sent the same email request for case transfer in June to
    support-poland@ustraveldocs.com
    immigrantvisaswarsaw@state.gov
    and got no response.

    Hope this helps. Good luck!

**Moved from US Embassy and Consulate Discussion to RUB forum; there is more discussion on this topic there**

I'm going to suggest this topic be pinned since it's very timely for almost all Moscow Embassy applicants.

Looking at TexasService center processing times for I-130 are 1 week to 7 months for permanent residents, but 8.5 months to 10.5 months for US citizen filing for a spouse. I thought US citizens had priority over the other groups.( that is why lawyers recommend applying for citizenship rather than staying permanent resident).  Why is it like this at the Texas service center?

We are waiting for approval of I-130 application. Filed oct 15 and receipt on Oct31,2020. Mailed receipt says Texas, but when check status on- line says Nebraska. It is over the 7 month processing time for Nebraska . The on line system tells us the case is in Nebraska officially and we can see that it’s over the processing time, but the system won’t let us create an inquiry saying we are within the processing times. Would this mean the application is really in Texas where the processing time is up to 10 1/2 months? But why does the online system say Nebraska? We hope it isn’t lost!

The processing times on the USCIS website are fake. They artificially increase them whenever they want to stop people from filing service requests.
