I paid to one of the best lawyers(Wilson Purves, in case anyone wants to know the name) to do the mandamus for me, and he said this is gonna be useless and waste of my money, as courts do not operate at full capacity and there is a huge backlog at this moment.  So he said, the citizenship will come a lot earlier than they will at our mandamus, and he was right. I would've wasted money and efforts. 
 
The best you can do here, is to submit case assistance request to Ombudsman, https://www.dhs.gov/case-assistance, I did it twice. Not sure if they are helpful or not, but it is the best you can do at this moment.

I'm at 13 months since the interview, so not far off where you were, when yours was approved.

Personally, I'm not sending anything to SSA via mail. There is no deadline or impact of not updating your SSN. 
 
I'll go and update when they open up which should be late summer this year at worst. 

Sending original Naturalization Cert. to SSA sounds very dangerous tbh.

Updating SSA Record after Naturalization - By Mail
 
Just spoke with someone at the Social Security Administration in our area outside Tampa, FL.
The SSA Representative confirmed that they are NOT having any face-to-face meetings with customers at this time (are not booking any appointments and are not accepting any walk-ins; only online services are possible).
Updating your SSA record after naturalization is, however, NOT one of the online services available at this time
 
The Representative said that we CAN update our record by mail by sending in the SS-5 Form directly to his office, along with the original naturalization certificate OR passport, and they will process it for us.
He said to send it with USPS tracking,  give it a week or so to arrive, and then call in to verify that they had received it.
He said they will then verify the information over the phone with us, update the record,  and then return the original documents we sent.
He said we could expect to get it back in a few weeks.
So, at least that might be a way to proceed.
Since we have no idea when this covid-driven lockdown will end.

No deadline.  You can send in your Naturalization Certificate or get your passport first and send that in.  I just did it and received the passport back in about a week.  Social Security offices are only accepting mail a few times a week even though they are open each weekday.  My recommendation is to get your US passport first and then send it to Social security with the Social Security form SS-5.  In the rare event it becomes lost, it's much cheaper to replace a US passport than a Naturalization certificate.

Keep in mind he got the interview in November 2019 but actually started the process months before November 2019. He said total has been over 19 months.

Just now realizing that. Wow, I'm shocked they didn't open an investigation then for being over processing time? Seems like a crazy long wait.
