    CRBA does not apply to the OP's case. They did not qualify to pass citizenship at birth.

    Your clear option, if needed, is to delay the interview for mother and son until the next child can interview with them.  You might be granted an expedite for the new child's case.  You could always request an expedited interview NOW for mother and child, based on the circumstances you described.  It's more than JUST "pregnancy".

    A QUICK UPDATE:
    BOTH MY WIFE AND MY SON ARE DOCUMENTARILY QUALIFIED. 
    WE ARE IN LINE WAITING FOR INTERVIEW APPOINTMENT NOW.
    US CONSULATE IN VIETNAM OPENS INTERVIEWS FROM 06/29/2020.
    HOPEFULLY WE WILL HAVE OUR APPOINTMENTS SOON.

    Before the interview, there is no visa, so no visa to switch.  Until there IS  a visa, a CR1 visa exists only in your mind.  They will issue the applicable visa when they issue it.  IR1 and CR1 are visa categories, AND status.  What gets you IR1 "status" is to enter the US after two years of marriage, even if the visa says CR1.  What gets you an IR1 "visa" is for the visa to be issued after two years of marriage.

    I see your point with concerns about social distancing and the virus, but I would say agree with others on video interviews. I would think not likely. I‘m American and married my sweetie in England. In the UK you have to formally declare intent to marry. They required us both to get those little passport photos again and go to the office in Leeds. The woman we spoke to mentioned, just in conversation that people have tried to send someone else to the interview. I think it might be easier to pull off that kind of thing via video. Also someone off camera could be giving the person answers to questions... There’s the fingerprinting and scans... I think they’re pretty definite about wanting the applicant sitting in front of them. Best of luck with everything!

    I currently live abroad with my wife and my son. And even if I had foreign income, it would be excluded on my tax return (<$105,900). So my total income is still "0".
    I have a joint-sponsor for my wife. And his income is just enough to sponsor 1 person. My wife application is still pending so I don't wanna disturb him on my son's.
    The new Public charge rule came in ruins my plan.
    It's hard to call NVC amid pandemic, especially from Vietrnam. I submitted I-864W and wait for instruction from NVC.
