    Have you received the receipt notices yet? If not i would say reach out to your senator and congress again. My congress person helped me to get the receipt notices from the USCIS. or other option is you can do FOIA request. I would say do not send another application just yet.

    Did you give any explanation why they returned your EAD application? You said you did get the receipt for your AP? Did you send the payment for AP? Did you include the copy of your form i-485 with your EAD application? As of right now EAD c09 is free. Just make sure your did not type c31 of your EAD application.
