Yes. I the spouse filled the form for my wife. It had a question in the end asking if someone helped the beneficiary fill the form.
I asked her for information I didn't know and made sure to review the form with her before submitting it.
The screenshot below is from the printout of the DS-260 I filled for my wife.
I used the following question for reference when deciding what to do.

I selected no for my wife. I put this in the explanation, "The applicant is in the process of reviewing vaccination records and will obtain the required vaccinations on or before the date of the medical exam."

It is listed as a required document under the Civil Documents Tab on CEAC.
It is not needed for the Affidavit of Support.

It should be. It is not though. From what I understand, NVC will usually not let you move forward until you have provide them everything they ask for.

and it says I need more then one marriage certificate like what heck is that ?
if I resubmit again how long will it take again to review?
Here is an excerpt from the NVC reciprocity page on Pakistan:
"For U.S. immigration purposes, Pakistani Muslim applicants must present both an original, signed Nikah Nama (with its English translation) and a NADRA-issued marriage registration certificate. Note that while both documents reflect similar information, each on its own does not constitute sufficient proof of marriage"

Did you submit the nadra marriage certificate? I think you get it from the Union council where your marriage took place. It's a bilingual document.
Marriage documents needed for Pakistan are:
1. Nikah nama Urdu
2. Nikah nama translation
3. Nadra marriage certificate (bilingual: no translation required)

I have a friend whose LPR wife filed for him before we filed our case. Last we talked he was still waiting for his approval from USCIS.
USCIS prioritize cases in the unlimited category as the limited visas cannot be processed by NVC before a certain date anyway.

I don't think it matters for IR1\CR1 cases.
It does matter for visa categories with yearly limits. People applying for limited visas have to wait for their PD to become current even after their file has been approved and sent to NVC.

I have submitted my documents without the police certificate. I have heard from people who said they were approved without the police certificate. However, there are not guarantees with NVC.
The reason I made my submission without the police certificate is because getting the PC was taking too long.
I have asked my wife to get one made in case we get rejected at NVC because of the missing police certificate.

I think those numbers show total healthcare cost of the country divided by the total number of people in the country.
I'm guessing, the healthcare costs are covered by the government (your taxes) which is why you do not have to pay 5000 separately.

Only complete Part 7. if you need to use the value of assets to meet the income requirements. If your Current Annual Household Income (indicated in Part 6., Item Number 15.) is equal to or more than needed to meet the income requirement as shown by the current Federal Poverty Guidelines (Form I-864P) for your household size (indicated in Part 5., Item Number 8.), you do not need to complete Part 7."
I submitted AOS and IV to NVC already. I plan on updating my i-864 when I file my taxes for 2019.

It would be nice to hear from someone who has gone through Islamabad recently. Whether they submitted a police certificate from Pakistan or not.

The two links below say police certificates are not required from Pakistan. Can someone who has been processed through Islamabad recently confirm this? Did you you have to submit a police certificate from Pakistan at NVC or Islamabad embassy?

I used MS word to combine all scans into a single pdf. Then used LibreOffice Draw to compress the pdf file.
Here is a tutorial on how to use Libre Draw to compress pdf docs if none of the other alternatives work for you.
Libre Office is free and open-source (no malware or adware that I know of).
