Middle of June (June 16th) would be 90 days prior to his 3rd year anniversary of being a permanent resident. If applying online, wait a few days after the 90 day window opens.

my husband and i have been married for over 3 years.... he can submit N400 by July of this year.... but his ROC still in the eternal waiting line at Potomac.... by Sept we will be at 4 years of marriage... should we apply after our 4 year anniversary?

Oh wow, I think that is just an exception -- you got someone who didn't actually do their job properly, though it probably made your travel easier/faster. The extension letter says that it is good for (24 or 48 months) from the expiration date on the card and that the notice, presented with the card, is evidence of your status. The letter alone is not enough proof of your current status because it doesn't say when your green card actually expires on it.
My husband only had to travel once on the extension letter before receiving the 10 year card, but they looked at both the card and the letter.

I think in this particular case @OldUser is responding to someone who had their physical card taken from them and so they only have the stamp. When you travel with the extension letter you still need to show the expired card, which this person no longer has. They were wondering if the extension letter applies to the stamp, which it does not.

You have had quite the challenge getting to this point -- SO glad to see that you were able to finally get an appointment and get up to date with the process. I hope your husband did something nice for you to make up for the stress of missing that first appointment!

I wish I could tell you, but I have learned to not try to find a logic to USCIS, as there is none. People try to find patterns and such, but honestly, it never is 💯. Hahah

It does not say “suspend”, it says “suspense”. Essentially, a decision has not been made, and it is up in the air, which is normal. Obviously, you need to do biometrics before it will continue for review. Since you are in Potomac, it will take a while even after that.
