3 days to 14 days seems to be the norm. Some are sooner and some are later.

I called the NVC today and was told they had received our case from USCIS and they gave me our new case#.

NOA2 was 5/24, therefore NOA2 to NVC was 25 days. 

For everyone else who is at this stage, how long have you seen for NVC-Overseas Embassy?

You all should call up the NVC out of curiosity just to see if they already have your cases. 
 
I got absolutely nothing from the USCIS as far as updates go. The only update I received from the time I got my NOA1 was a message from the NVC stating that my approved petition had been forwarded to the appropriate consulate. 
 
NOA1 Old: 11/6/17
NOA1 New: 11/8/17
NOA2 - 5/26/18 (long story explaining how I got it in a past post of mine)
NVC Left - 6/12/18
 
So basically, I was like you all, absolutely radio silence from the USCIS. I was on day 217 and then, BAM, out of nowhere on the 6/12 I receive a notice from the NVC. 
 
A lot of you who haven't heard anything from the USCIS may already be approved and you just don't know it so try calling the NVC with your original receipt number and ask politely if your case is already in their hands. If they do already have it like what happened in my case, you'll need to double back around and call the USCIS to get them to send you a hard copy of the NOA2 that they "forgot" to mail to you. 
 
Heck, I checked both the old and new USCIS sites just this morning and they both still just say "received".  I don't think they plan on ever updating mine.
 
Had it not been for the NVC informing me I would never have known my case was already at the consulate! Super annoying. 

We just got our NOA2! :-) received date 11/15 old; 11/17 new

Took two days for the consulate (Ukraine) to receive the case from NVC for us.  I believe they send it electronically, otherwise, there's no way it could make it there that quickly. 
 
Times may vary depending on the country but not sure.
