I, for one, read the whole thread. And I didn't laugh one time. I laughed many times, but not once.

I'm an OTR Truck driver in the US. I've driven a big rig in 48 states and 2 Canadian provinces. I've been to the Philippines 5 times and never once did I even consider driving over there. The people are super friendly as long as they're not driving. When they are driving, they're crazier than New Yorkers. And the lane lines are only suggestions.
When a street with 4 painted lanes each way has 8 lanes of traffic going one way and 4 lanes of traffic going the other way -- and everyone is jumping back and forth all over the place -- that means I don't need to drive. I'll get a trike or a jeepney or a taxi, then close my eyes till it's over.

I guess she texted or emailed an authorization letter to her uncle because he signed for the package. I have photos of it now. All she has remaining is CFO, and neither one of us has received the first email from CFO...

Don't know why it was moved to the progress forum, since it was meant to help others see a way to avoid RFEs. It's not a progress report per se, but an RFE avoidance process.

I filed my I-129F in late February. On April 21, I received my text and email notifications that the I-129F was approved. I did not get an RFE. I hope this helps others.
I used Greenbaum's guide to help me through the process. http://dennyeyberg.wix.com/filipino-am-visa I also remembered reading that front-loading can be beneficial and won't hurt, so I did a little front-loading. So, my contents were:
Cover letter found either here or at Greenbaum's site, slightly modified to fit my situation.
I-129F, properly filled out (with notation on "how we met" question, stating the answer would be found on a different sheet)
    G-325A
    G-1145
    I-134
3 years of Profit and Loss statements from my accountant (I'm an independent contractor truck driver)
My Letter of Intent to Marry
My fiancee's Letter of Intent to Marry (Example letters of intent can be found here and elsewhere)
A brief statement of how we met online, with declaration it is not a marriage broker and copies of the introduction and TOS from that site. (Don't assume they know anything about the site, just include the intro and TOS automatically. This is one point that will frequently get RFE.) Included in the statement is the dates and durations of our time physically together.
15 photos of us together. 3 photos with her sister in the picture and 1 photo with 2 of our friends in the picture.
Iteneraries from the online booking agency for the flights over
Copy of the front page of my passport, showing my photo and passport number
Copy of the visa pages of my passport, showing my arrivals and departures from her country
3 pages of receipts, which included 1 boarding pass (about 5 receipts per page)
    Her original birth certificate
My original birth certificate (I had her get 3 originals, and I got 3 originals)
Her CENOMAR (Philippines-specific, check with your country requirements)
My divorce decree (certified copy from the court)
Bank check for the proper amount (I did not use a personal check or a money order, but a bank draft)
8 pages of Skype chats spanning the first year of our relationship
3 pages of FaceBook messenger chats (I disconnected from the internet, scrolled to the top, and captured the notation that there were x number of previous chats, then used paint to circle that number)
1 page of FaceBook messenger chats between her sister and me, with the x number also circled
1 page of FaceBook messenger chats between her and my daughter, showing her intent and my daughter's acceptance of her
I believe that's it. If I remember something, I will edit this list and note at the bottom that it was edited and what was added.
I have read that originals are not necessary at this stage, but would be necessary further down the line. Since I was going in and getting the originals in order to complete this packet, I went ahead and got them in triplicate, so I could send originals and still keep originals. Again, this is what I sent, and I did not get an RFE. I hope it's beneficial.

You will make your case far more difficult then necessary and may take way longer if you do it that way. Gather what you need and can and wait for her letter and then send it all of together.

CFO is there to protect Philippine citizens. It is a good thing, preventing Pinays from becoming sex slaves and abuse victims. Philippines is a very poor country and ripe for exploitation, so they try to provide preventative measures so their citizens don't get exploited.
As far as where to get the physical, there is a lot of corruption, due to being a poor country, and the US government is making sure that corruption doesn't happen by declaring only one place fit for the medical exam.
No, none of it is a scam. It would be wiser to cool your jets before posting.

This is how the process goes here in the Philippines and we have no choice but to follow it. The whole visa process gets really expensive and not just that, very stressful too... but then again, it is what it is and whining wont be of any help.
If you have Problem with Philippine Government, find another fiance' who's not from Philippines. Coz if you intend to spend the rest of your life with your filipina fiance, then you will have to deal with the Philippine Govt. For the rest of your life too... Unless you never plan of coming here ever again.

If you did any research before starting this process none of this should come as a surprise. Meet the requirements and you will not have a problem.

Yes, this. He doesn't exist. And in that effort, if blocking doesn't work, change phone numbers. My daughter has had to change her phone number to get rid of a worthless "man". He doesn't exist. He's not worth a minute of your time. He's like a floater: sometimes you have to flush twice.

Agreed. At this point, just get rid of him. Make him want to go back home instead of throwing a temper tantrum in front of everyone.
He thinks you're weak. He thinks you're his house servant. And he thinks he's better than you. An aristocrat, even.
Don't take him anywhere. Don't buy him any more clothes or accessories. Don't cook his meals. If he wants meat, pull a package of off-brand hotdogs out of the freezer and tell him to cook them himself. He says you don't understand Cuban culture? Show him some good ol' American culture! Put your foot down and be tough as nails. A little finger wagging and head wagging with a good strong scolding will be a good starter.
But don't marry him. Don't enable him any more. And don't coddle him.

He's obviously a first-class con artist. Don't sweat it -- most of us have been fooled by one, at some point in our lives.
Wait till the 90 days are up. If you suspect that he's still in the U.S., set a USCIS InfoPass appointment and speak with the FDNS officer. Be objective (that is, not a vindictive former partner), and take all information with you that will prove your conclusions about his dishonest immigration intentions -- e-mails from his sister, etc. If you know his whereabouts, it will be even more helpful. Note that USCIS FDNS can and will do nothing until the 90 days is up.
Because you're not far into the 90 days, I'd go ahead and notify the Cuban consulate/interests section (who issued his visa) as I suggested a couple of messages earlier -- keeping things objective, concise, and unemotional. Keep a copy of your communication and their response. Turning this over (later) to the FDNS officer will support your contention that you're not a vindictive, jilted spouse, but rather someone who's trying to rid the immigration system of an abuser of it.
Throughout all this, remember how thankful you can be that you've escaped relatively unscathed. Just think of the additional mess if you'd married and adjusted his status! Holy mackerel, but you can thank your lucky stars.
