We waited 4 weeks and then found out that the CSC never forwarded our file to the NVC. Our Congressman's aide inquired on our behalf, found out they screwed up and had our file expedited to and through the NVC.
You can call USCIS yourself, too (they only give info to the petitioner). Just make sure to be persistent.

Okay, obviously there is a lot going on for the OP here, so why don't you guys just cut him some slack. People say/write confusing things in this kind of situation because they can't think straight, so I think that explains that. If he filed the I-129 last year and they just got their interview appointment now, that's not the most unusual thing either. Many people who filed last summer had to wait forever for their NOA2.
Let's just calm down and see what he finds out.

Yeah, my RFE is still in review. They have another 3 weeks to review it and if nothing happens, I'm gonna call and ask what's going on. Anyone else's RFE still in review?

Yes I do not know what letter you are meaning. You need to provide a complete copy of the USC sponsor's tax return or an IRS tax return transcript, and the joint sponsor needs to fill out an I-864 form and supply any supporting documentation that may not have been sent to begin with, like I stated above. There is no letter to write. Just make a cover letter to list what you have included and put a simple statement on the cover letter that you mistakenly used the I-864A for your joint sponsor and your joint sponsor has now provided an I-864.

How would they know? Just make sure he checks it through thoroughly and signs where he needs to.
It doesn't really matter who fills it in so long as it is accurate and truthful and the person signing the declaration understands everything on the form.

You should have your fiancee inquire about that with the county clerk. I don't think you really need the work permit…because obviously you have to get married first to be able to apply for it. For all I know you just need to get a marriage license from the county in which you're planning on getting married. But like I said, have your fiancee inquire or call them directly to find out.

How do you know that it arrived but it's not in the system yet? We're always just told that our receipt number isn't in the system yet, no word about the whereabouts of our paperwork :-/

Good god, I just woke up an hour before I was planning on getting up and out of routine (glad that that's over now) checked the case status for our petition - we got approved yesterday! Called my fiancé right away, he hadn't received an email or text notification yet…we're both so super happy! I know what it feels like now, I'm shaking with joy and my heart is still racing Maybe I'll even be able to make it over there in time for our planned wedding in June

With all due respect, I don't think you understand the reason for our frustration.
The people we talk to when we call USCIS are in a call center. They are not retrieving our files and diverting time away from the processing because they are not the people working on our files. Calling is not delaying the processing of applications in anyway.
The reason we are all upset is because of the lack of information and blatantly false information. When we July filers filed our petitions, we were told there was an average of 5 months for processing at CSC (though it was very common for approvals within 3-4 months). I patiently waited for a decision for 5 1/2 months before I tried to inquire on what was occurring as I had heard nothing and had not received an RFE. We are upset because many of us are at 7 months with no word since the day we filed. We would be fine with waiting if we would be given an accurate estimate of expected approval, reasons for the delay, or even a small update on our file, such as they are waiting for X paper from Y office. But that is not the case. No one will even pull up our case or tell us why it has not been approved or if they have even looked at it. No one will tell us truthfully when we can expect a response. If we call we are told "Wait __ weeks and you should have a response." We then wait, and when we haven't received a response, we call and are told to wait more and that we should hear within that time. Many of us have no problem with being patient or waiting our turn. But we are sick of being told excuses and contradicting information. We just want an honest timeline or answer as to why there is such a delay. They are clearly not on July 18 applications - it is a line they are told to say. And if for some odd reason they really are stuck on July 18 after two months, that is very alarming.
And that is the other reason why we are upset. There is clearly a dramatic decrease in the number of applications for fiance visas being approved/processed at CSC in the last few months. Movement appears to have almost came to a complete stop. CSC has not stated the reason for the sudden drop in processing or the cause. If we were given a reason from CSC, or if it seemed that they were actively working to process applications and rectify the delay/backlog, many of us wouldn't upset.
