If she sends I-130 without initial evidence of citizenship, they will reject her application.

OP is asking about case number not receipt number so please read.

The NOA1 will have the WAC number on it. This is your receipt number, not your case #. The case number will be assigned by the NVC after you have received your NOA2 (approval of K-1) and the packet is sent to New Hampshire where the NVC is located. After they receive the packet, you can call them about a week later to get your case #. That number is:  (603) 334-0888. You will need your receipt number which starts with WAC.  Best of luck!
