Montreal is one of the slowest consulates out there.  DCF is a shortER process, BUT, it doesn't necessarily mean it's fast.  Expect 6-8 weeks for Montreal to look at anything.

Cant help but think you would be weel on your way of you had filed normally.

Where are you getting 4 years from? They’re immediate family members, so shouldn’t be anywhere near that long. NBC isn’t relevant, are you thinking of NVC maybe? That’s the next step after the I-130 is approved. 
 

What’s the reason for DCF, job offer? What email address did you send the request to?

Like I said, it’s very hard to find any info online so that’s what I’m going by. 
 

But I got an email from Montreal today saying we were approved to submit our request to Vancouver embassy and to contact Vancouver for an appt. I did send a follow up email yesterday, not sure if that nudged them to respond or they would have responded anyway. But for anyone else in the future, it took about 9 days for a response to our initial request. 
 

Now on to the next step :)

Just curious why you didn't file the I-130 a year ago when you inquired here previously?  You'd have been close to having actual I-130 approval already.  The domicile bit still stands.
