Are we supposed to receive a notice in the mail acknowledging that the IR1 holder has arrived in the US and will be sent a green card soon?

 

I'm worried that CBP didn't send notice to USCIS when my wife arrived and that it isn't being processed.

 

I already paid the green card processing fee well in advance - when i search the status of the receipt number it still only says they have received my payment and will process the green card when she arrives.

 

Is it normal to take so long to receive it?

You don't get any kind of notice, just the green card arriving but no, that’s not normal. You need to submit this form to tell them it’s not arrived - https://egov.uscis.gov/e-request/ndc

Can you either go back to the airport and see CBP there or find the deferred inspection processing location near you and go check if she's been fully processed and her SAVE file updated? Often times you can call deferred inspection site but not sure what it's like now.
