B2 renewal for sister-in-law (28F) was declined based on her initial successful B2 interview occurring 1-day before her 18th birthday. Consulate claims that that was a red flag -- leaving aside the last 10 years of not violating her visa during various visits. Seems specious, but what can you do. Wife, her sister, is heartbroken. Local guidance she received is that she should reapply for renewal ASAP at a different consulate/embassy (in a different Mexican state) -- seems unlikely to me, but what do I know. Any likelihood of hope that she can get renewed in a few months to visit during the birth of her new nephew in November? Would a letter of invitation help or has the ship sailed in the near term?

Been Given a very specific reason is unusual or is that more her assumption

Yeah, that was my assumption on the record being in the system.  Seems like some local "advisors" are trying to take money for nothing, and she will need to wait 6/12-months and reapply (maybe with the letter of invitation).  She expires 12/1; so we can change her ticket and she can still visit, just not when initially planned.

 

My impression was that the specific reason was provided or they focused on it during the renewal interview and the SIL inferred from the questions that was the issue.

Probably the standard reason and she inferred.

 

Difficult to comment obviously something caused an issue.

 

ohh the system when she seeks to enter will know about the refusal

Yikes, is the suggestion that Customs will decline entry even while the visa is still valid?

letter of invitation hurts more than helps

and if the sister said anything that would indicate she was needed to aid with caring for the sister's child, it would be reason for denial as you can not work in USA on tourist visa

Yeah, that is true.  Was planning to Frame any letter as "2 kids makes travel hard so we will not be able to visit Mexico family in the near term; so thanks for coming to visit!"  But, yes, it does sound like we are looking for a free nanny.

Potentially. They will see that it is due to expire and she had a recent refusal, so could think that she is trying to get in before it expires to overstay (not saying that is her plan, only that I can see CBP seeing it that way).
