Hello. US citizen petitioning for my mother to come to the States. At the Civil Documents stage - I submitted all relevant documents including a death certificate for her first and only marriage. A police report for my mother was also submitted.

 

The police report was rejected and they are now asking for POLICE CERTIFICATE (1st MARRIAGE). What exactly is this? A letter from the police stating that we were married and confirming his death?

No - the only requested civil document related to the marriage was the death certificate which was provided. 

 

There is no record of the marriage - married in India before records were kept.

I’m certain that you need to add the marriage certificate. Death certificate means nothing without first giving  proof of the relationship 

 

Dept of State information gives alternate documentation accepted if the marriage certificate is not available

Ok - I can get that sorted then, thanks. What do I submit for their request of POLICE CERTIFICATE (1st MARRIAGE)?

I’m confused by the “ police  certificate”. Can you post a picture of the RFE letter with personal details redacted ? That will help

 us ..

See below screenshot - thank you. There is something funky going on. When I originally submitted these documents - I'm 100% sure I submitted my marriage certificate. This states it is missing. The POLICE CERTIFICATE (INDIA) was also submitted for my mother but is shown as missing. Lastly, the POLICE CERTIFICATE (1st MARRIAGE) was not listed as a document required for submission.

I am guessing this has to do with a date issue.  If there is no date for the first marriage (because there is no marriage certificate), I think the police certificate you sent in cannot be matched for coverage from the date of the first marriage.  I am assuming your mother has NO police record, but with no proof of the first marriage, they cannot tick the box saying that the police cert covers the period from her first marriage.

 

Just a guess, but I am very familiar with the "tick the box" mentality when it comes to immigration forms and process.

I think this is a good “probably what  happened” scenario.   Send what is listed as missing and resend the police certificate you sent already. You have to give them what they “want”

I am not sure I follow 100%. I understand that without a marriage certificate they cannot tick the box stating that the police certificate covered this period. With that being said - what document do I submit for "POLICE CERTIFICATE 1ST MARRIAGE"? Do I resubmit my mothers police certificate both for POLICE CERTIFICATE and POLICE CERTIFICATE 1ST MARRIAGE?

A police certificate relates to the person’s time in that country .. I’m assuming you titled that document “police certificate first marriage “. That’s not really an accurate title. It is a police certificate   
Were both her names.. before marriage and married name .. listed on that application/certificate ? 
If both those names are listed on the official certificate, remove the incorrectly titled one, submit the certificate under the correct title (police certificate) and submit the original marriage certificate

I don't recall what I titled the document, it was selected from a drop-down menu. If Police Certificate First Marriage was an option and I selected it - user error and that is why I am in this mess. The problem is I now can't delete police certificate first marriage as a required document. I can indicate that the document is unavailable and provide a description on why it is not available. I am thinking of submitting her police certificate, evidence of marriage (no certificate available), and marking Not available for marriage certificate 1st marriage. In the additional documents section, perhaps I can submit a letter stamped from a local office stating there was only 1 marriage or something??

I think I may have found part of the problem.

 

I got a message stating something along the lines of attach a police certificate from the correct authority - which for India is the Regional Passport Office. The PCC I submitted was from a local police station. I went back and reviewed my case when I came to the States and my PCC was from the Regional Office and I had no issues. I will update this post if this is the resolution so others know! Still doesn't explain why they would add "POLICE CERTIFICATE 1ST MARRIAGE" as a required document though. You would think they would just reject what I submitted.

They did reject it.  Fix it as indicated
