Good morning. My husband (US Citizen) applied sent in I-130 back in 2019 for his sister (Japanese citizen). Yesterday, he received an email that they assigned a new receipt number to the case. Does this mean anything regarding movement on the case? It seems pretty fast. Why would they assign a new case number? Thanks for any insight you can provide, Google searches are turning up empty. 

Day 0 - 2 May 2012 Mailed AOS package overnight delivery
Day 139 - 17 September 2012 Interview & APPROVED on the Spot!! :)
Day 145 - 23 September 2012 Received Green Card!

ROC - Eligible June 19 2014

Day 0 - 18 June 2014 Mailed ROC package via 2 day priority

Day 42 - 29 July 2014 Approval and Card Production Email

Day 49 - 5 August 2014 Received Green Card

Brother/sister of USC is F4 PD is not current 

USCIS approves the petition and sends it to the NVC, but the NVC will not process the petition for an immigrant visa interview until the PD becomes current, according to the U.S. Department of State. The NVC will then notify the applicant via a welcome letter or email once the PD becomes current or is likely to become current soon, according to Nolo.

F4 category applicants with priority date of 1 January 2008 are just now able to obtain visas.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Presumably you mean it’s now an ‘IOE’ case? That just means it’s been made digital, as said above, it doesn’t change anything. Still probably 20+ years to go I’m afraid.
