Timeline

I petitioned my daughter when I was a GC holder back in June 17, 2021. 
I got naturalized on September 1, 2023. 
Is it better to start the petition all over again for my daughter under F1?

No, just update the case with you being a citizen and keep an eye on the VB but normally F2b ia quicker and she can use that PD.

As mentioned above, there's no need to start over because you have the option to request switching the case from F2B to F1, as long as your daughter remains unmarried.  But based on the latest visa bulletin (Jan 2024), there is currently no benefit to switching, as F2B is several months ahead of F1 on Table A.  I suggest you retain the F2B category unless F1 overtakes it on the VB.  Monitor the VB monthly here -- https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html
