Hello,

 

My partner recently applied for an ESTA as he couldn't locate the passport that contains his sailing visa for the USA, still valid. His ESTA was denied, so we are wanting to know whether if he visits using the visa, which we have now found, if this will still be sufficient to gain entry or if the denied ESTA since will create a problem

I have heard of a Sailing Permit but not a Sailing Visa, so not sure what that is.

I assume by “sailing visa” you mean C/D visa.   He can’t use that for the purpose of tourism.   With the denied ESTA, his only option is to apply for a B2 visa.
