Sounds like you are using a proxy server or a VPN directing to a Mexico IP address.  Try using a VPN through a US server.  That site works for me (located in Texas).

This server could not prove that it is ceac.state.gov; its security certificate is not trusted by your computer's operating system. This may be caused by a misconfiguration or an attacker intercepting your connection.

Proceed to ceac.state.gov (unsafe)

A geolocation block is normally an IP address issue.

ceac.state.gov uses encryption to protect your information. When Microsoft Edge tried to connect to ceac.state.gov this time, the website sent back unusual and incorrect credentials. This may happen when an attacker is trying to pretend to be ceac.state.gov, or a Wi-Fi sign-in screen has interrupted the connection. Your information is still secure because Microsoft Edge stopped the connection before any data was exchanged.

You can't visit ceac.state.gov right now because the website uses HSTS. Network errors and attacks are usually temporary, so this page will probably work later. ( this is what i get )

So is that after it comes up, and you enter your case number, and the code?

More testing from me, Google Chrome Version 115.0.5790.114 works for me.  And the submit button doesn't seem to do anything on Safari Version 16.5.2

Suggest you install and try either Firefox or Google Chrome.
