APPLYING FOR RESIDENCY FOR SIBLING THAT HAS BORDER CROSSING CARD

Timeline

I have a question.  My wife who is now a US Citizen as of last week and is interested in applying for residency for two sisters down in Mexico.   One of the sisters has a border crossing card and comes and goes frequently.  Can the sister that already has a border crossing card still visit the US if my wife applies for her residency?  Or is she no longer allowed to visit during the process?  The other sister does not have a border crossing card but she does have an interview early next year to obtain one from the US Consulate in Hermosillo.

Assuming current wait times stay the same, it will take 22 years for the sisters to even be queued for interview for F4 visas.  Barring any miracle, 25 to 30 years would probably be more realistic.  As such, having petitions filed for them would have no impact to their ability to use border crossing cards to visit in the meantime.
