"...denied entry into the United States..." - What does it mean ?

Please can someone explain to me the phrase

denied entry into the United States

on the Visitor Visa DS-160 form, and on the additional VCU01 form for disclosing criminal convictions?

 

I was twice refused an ESTA certificate, and went on to apply for a B-2 Visitor Visa. Does this count as me having been "denied entry into the United States", or does it mean actually being turned away from entering at the US border or customs ?

if this is the one you’re referring to, I’d imagine the answer would be Yes.

Does ESTA really count for that?  If the B visa was denied then the answer is yes of course but ESTA.

ESTA is not a visa, so answering "No" would be technically correct.  But I would recommend answering "Yes" anyway to disclose the ESTA refusals in the explanation box.
