my suggestion is renew it 6 months before her passport expired.

She needs to renew her passport. The US consulate will not issue a visa on a near expired passport per their policy 
 

  • Passport valid for travel to the United States – Your passport must be valid for at least six months beyond your period of stay in the United States (unless exempt by country-specific agreements). Each individual who needs a visa must submit a separate application, including any family members listed in your passport.

EDIT: there is an exception for Mexico which states that it doesn’t need to be valid for 6 months beyond the period of stay but it still needs to be valid for the duration of the stay

 

“Visitors traveling to the U.S. are required to be in possession of passports that are valid for six months beyond the period of their intended stay in the U.S. Citizens of the countries listed below are exempt from the six- month rule and need only have a passport valid for their intended period of stay”

It seems so, yes. However current wait times for a visitor visa appointment in Mexico are extremely long
