N-400 Question about one of the questions

One of the questions asks if you've ever been arrested or detained by any police including immigration officers:

Have you EVER been arrested, cited, or detained by any law enforcement officer (including any immigration official or any official of the U.S. armed forces) for any reason?

What does this mean exactly? If you were held at the border for suspicion while you were just a visitor (non green card holder) and questioned for a couple hours and fingerprinted, but then were allowed entry - does that count as a yes on that question? 
This was over 10 years ago as well. 

 

Because then in a later portion it asks for evidence:

Information about your arrest(s)
If you have ever been arrested or detained anywhere in the world, by any law enforcement officer, for any reason, and no charges were filed, upload clear images of these documents:

An original or court-certified arrest report
An official, certified statement from the arresting agency or applicable court confirming that no charges were filed

...but I was allowed entry. I think they stamped my passport at the time with a 2 week visa, but that was it.

All I can say is that when I filed N-400 I did not declare any of my secondary inspections.  Nor did they come up during my interview.  
 

By definition everyone is detained when they cross a border check point that requires you to stop, even if you only have a primary inspection.   
 

Ditto an airport security checkpoint, which in the USA  are not operated   by police officers. They are operated  by police officers in some other countries, such as Germany. I didn’t declare those either on my N-400.
