to submit the primary petition ,  follow the steps outlined above under "guides"  for immigration guides and family for parents of USC

u do not file the I 864 (petitioner ) and I 864a (joint sponsor) till the case goes to NVC in about a year

 

She should create a profile here and do a timeline and ID the country/embassy

The sponsor/petitioner will fill out their own I864 even though their income does not meet the requirements.  Their friend willing to act as a co-sponsor will fill out a separate I864, and if the co-sponsor has any other household members that contribute to the household income, those folks would fill out an I864A.

If the mother resides outside the US currently, and will eventually be applying for an IR5 visa, then no, the I485 is not required.  If the mother is currently in the US and is planning on adjusting status, then the I485 is needed.  Just a note, if the mother is outside the US, she cannot enter the US with a non-immigrant visa with the intent to adjust status.
