How to change embassy without NVC case number (split)

I got my NOA2 on May 18. No NVC case number  yet obviously. I am aware we have to email the embassy we intend to transfer to, however are we able to do that with no case number? Just the uscis receipt number? NVC shut down their phone line and they probably won’t email our case number until it’s already sent to our old embassy and that’s too late. I’m stressed

If you already have the NOA2, then USCIS is finished with your case.  Once you have your NVC/DOS case number, you can request the change.....but the process will still be to contact the new consulate.  The new consulate will then request the case from NVC or the old consulate.

I understand the process, but I’m K1. I’ve heard from many K1 members they don’t receive their NVC case number until NVC has already sent their case to their embassy, which I’m trying to avoid. Most K1s call NVC to get their case number early, something I can’t do now that NVC has suspended their phone lines. Their emails are backlogged as well by at least 2 months. I’m trying to request the transfer while my case is still at NVC, but all these roadblocks are making it difficult. So my question is, is the NVC case number absolutely necessary when contacting the embassy, or can I give them my receipt number and they can find my case at NVC using that? Thanks in advance

You can try, but I suspect they will insist on the DOS case number. Good luck.
