I thought we were to get those after VISA is issued, but I saw someone denied and needed to provide it to Embassy?  Who besides me needs this? Does anyone know if my other 20 year old daughter leaving for Mexico on student visa, will need one?

CENOMAR is needed for single persons 18 or older.   Not sure if it is required with a student visa, you will have to look at the required documents list for that type visa.

A married person would request a CENOMAR from PSA, because they are married PSA would issue a CEMAR (Form 5 advisory of marriage) < that is needed for the interview.

Yes I understand, but WHEN are they needed. At the interview or afterward, oops nevermind...it is that other class of some kind that they need.  Just females or the males also?

CENOMAR/CEMAR is required for all adult applicants, male or female.  At the embassy, there will be a document pre-screening step prior to the actual interview with the consul officer.  The originals of all the required civil documents will be checked at that point.

Yes.  go to https://www.psaserbilis.com.ph/ .  They take US credit cards and generally deliver by courier in a week or two.

Can these be ordered online at PSA?

Yes, but after they take your payment,  they do not guarantee that you will get your documents. The first leg of the journey is via Philippines mail system and you know the deal about that!!!! Best solution is if you have family back in the Philippines have them get the forms for you and send them FedEx, pricey yes, but you get your forms. That is what we did several times worked fine!

For addresses in the Philippines, https://www.psaserbilis.com.ph/ has always used either LBC or 2Go as the courier, and they are usually pretty reliable.  For overseas orders they used to use PHLPost Express but during rona-silliness they switched to requiring a FedEx account number and shipping by FedEx.

The form has no expiration date but it is advised to have or give USCIS as current a dated copy as possible. A CENOMAR dated a year would raise eyebrows I suspect!

PSA CENOMAR is valid for visa interview for 1 year from the date of issue -- https://travel.state.gov/content/travel/en/us-visas/Supplements/Supplements_by_Post/MNL-Manila.html#pre_interview_checklist
