I am completing a DS 160 for a foreign friend. He want to come to the U.S. to attend his parent's funeral. It asks on the DS160 if his parents are U.S. Citizens. Yes, they were. It also asks if they are in the U.S. Well, they are, but they are now deceased. It has no place to explain this. Should I say they are citizens in the U.S. or not because they have died.

They're are.

Wonder why he's needs a DS-260..Didn't his USC parent file for him?

Both parents just got deceased or just 1?

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Where  does your friend currently reside?

He might not be able to secure an appointment before the funeral occurs as some consulates have very long waits for interview.

You might want to research applying for an emergency appointment.

Exemplar for DS160 shows you can indicate if the parent is still living...

I am intrigued by this too.  Depending on the answer and rest of the back story, there might be a better way than DS-160.
